June 30th 2010
Called to Order at 17:45
Executive Committee Members Present:Chair - Jason Wickizer SC, Robert Seivert SC, Roger Bissen SC, Vice Chair -
Larry Oliver HC, Dale Michels HC, Greg Miller CC, Tim Zenk CC, Blake Deiber CC.
Quorum Present Meeting held as Scheduled.
Posted Agenda submitted for approval with a motion from Roger Bissen, and a second from Bob Seivert (Question from
B. Deiber regarding the Old Business section being included. Chair Wickizer stated old Business remains on agenda
for one month after being addressed as new business) after this discussion Agenda accepted by vote unanimously.
Past minutes submitted for approval, motion by Seivert, second by Deiber with no changes or discussion passed
unanimously.
New Business:
UHF Command Frequencies - TCSOU has received a FCC license for Two UHF narrow band channels. Currently we
have 10 Mobile, and 7 hand held radios for use. Discussion was had regarding which radios we have are narrow band
capable. Decision of board was to send off radios for programming then decide where radios would be placed once we
knew a total number of usable radios.
T-Shirt Order - Discussion was held regarding purchasing more t-shirts for members. A motion was made by Seivert,
seconded by Bissen to purchase shirts for new members, the motion was amended in discussion to include all members
- with a stipulation added by Wickizer shirts will only be issued at training functions as an added incentive to be at
training. With no further discussion the motion was accepted by unanimous vote.
Code Red (Calling System) was discussed - The boards decision was to test the system July 9th with all TCSOU
members being called. Discussion was had regarding future test, and Oliver stated that we needed to look into the
systems ability to be interactive regarding asking a person to push a button when message has been received. It was
also discussed and agreed to that members will be asked to go to the WEB site on July 9th and complete a small form to
show they received the message.
Technician Training - Discussed the class we just held. Also it was brought up that past training has to be NFPA 472,
and OSHA 1910.120 compliant for HAZWOPER, which means 24 hour industrial technicians are not qualified by the
listed standards to be on TCSOU without additional training. We also discussed and decided to offer the 2011
Technician Class at another time of year to see if more people will attend. Discussion was also held regarding members
that are not meeting the Haz Mat Tech course in two years - it was decided if they don't meet the two year cut off the
person needs to come before the Board and state why they have not been able to attend one of the Tech classes.
Training (General) It was decided by the board to have Deiber, assist in planning the Harrison County FSC drill. A
motion by Seivert, second by Michels was made to allow purchases with TCSOU funds for supplies for drill of $200,
motion passed with no discussion and passed.
All TCSOU Executive Committee members were asked to review current SOP's and By-Laws by next meeting as it has
been several years since we have looked at them.
Equipment Needs - Dragger Gas Detection Systems in Harlan are out of date and need new sensors. It was decided by
the board to have Bissen check into replacement cost for sensors and get back to the board by e-mail for a vote to
purchase new chips so we can monitor using the Draggers. Wickizer mentioned 4 gas detectors needing serviced and
stated we should include those however Bissen, and the remainder of the board decided four gas detectors could be
used for other fire purposes and should be kept up to date by host department.
Leadership Training for Team Leaders - General invite was offered for Team Leaders to attend a Leadership course
offered in September with formal invite to follow by mail.
Old Business
Contact with review list made with Higgins - still interested, however needs to take Tech class. Paulsen - Still interested
needs to take tech class. Michels stated Paulsen was officially off of Woodbine Fire, Wickizer stated that Paulsen had
been put on Elk Horn Fire Department as a Lt, and was therefore eligible to maintain membership.
